    DISCUSSION AND OUTLOOK
    ----------------------
    At 1100 PM HST (0900 UTC), the center of Tropical Storm Lowell was
    located near latitude 13.0 North, longitude 144.2 West. Lowell is
    moving toward the west near 12 mph (19 km/h), and a general westward
    motion is expected during the next two to three days. Thereafter, a
    gradual turn toward the west-northwest is forecast.

    Maximum sustained winds are near 60 mph (95 km/h) with higher gusts.
    Gradual strengthening is expected during the next few days, and
    Lowell could become a hurricane by Monday night or Tuesday.

    Tropical-storm-force winds extend outward up to 70 miles (110 km)
    from the center.

    The estimated minimum central pressure is 997 mb (29.44 inches).
